Is there a limit to how many packages you are allowed to get at 1 time

Yeah 1 time a month if I am not mistaken.

Actually, I plan to answer your question soon by making new additions to the rules. But for now to answer your question, you may only submit one package request at a time. After it's complete you main request another if you can afford it with your EA$, except you main only request one free package a month.
But, like I said, all this stuff will change soon when I modify the current rules and make everything more clear.
